EU & UK Cosmetic Regulatory Framework
To bring a product to market in the European Union, manufacturers must satisfy the requirements of Regulation (EC) No 1223/2009 and complete mandatory pre-market notification through the CPNP (Cosmetic Product Notification Portal).
Following Brexit, the United Kingdom operates its own cosmetics regulatory regime — similar in structure to the EU — but requires independent notification through the SCPN (Submit a Cosmetic Product Notification) system.
Responsible Person (RP)
The Responsible Person is the central compliance entity accountable for ensuring products meet regulatory requirements. The RP must be physically located within the relevant market — either the EU or UK. Responsibilities include ensuring product safety, maintaining the Product Information File (PIF), and completing product notifications.
- EU: RP must be located within an EU member state
- UK: A separate RP located within the UK must be designated
Key Technical Documents: PIF & CPSR
PIF (Product Information File): The primary document demonstrating safety and regulatory compliance. Must be retained for 10 years from the date of market release.
CPSR (Cosmetic Product Safety Report): Every cosmetic sold in Europe must undergo a safety assessment resulting in a CPSR. Wynngate Korea provides rigorous assessments through qualified EU safety assessors.
